March 21, 2019 Minutes

The Telford Borough Authority Meeting held this date was called to order at 6:00 p.m. by Chairman Timothy Hagey, with the following members in attendance: John Harrell, David Musselman and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Jim Jacquette, Engineer Patrick DiGangi and Recording Secretary Megan McShane. Abram Diehl was absent.

APPROVAL OF MINUTES: Minutes of the February 21, 2019 Authority meeting were approved unanimously (4-0) by a Nice/Harrell motion.

DISCUSSION ITEMS:

1.     Hilltown Township Water and Sewer Authority Request to Purchase EDUs

The Board reviewed a request from Hilltown Township Water & Sewer Authority (HTWSA) to PWTA to purchase 25 EDUs. A Nice/Musselman motion carried unanimously (4-0) authorizing the sale of 25 EDUs to HTWSA at a price of $3,600 per EDU.

            2.     WWTF Clarifier Issue

Mr. Fournier reported that Clarifier #2 at the WWTF recently quit working. An upgrade to this clarifier had been planned in the 10-Year-Capital Plan, but unfortunately the bearings all locked up and an emergency order had to be placed for a new one. Engineer Patrick DiGangi informed the Board that the contractor had to come out on a Sunday to address the situation; with it being 30 years old, it made sense to order a new drive assembly. The other option would have been to carefully take apart the clarifier and determine what parts would have to be ordered, then operate for several weeks with only one clarifier until the parts came in and were installed. The cost of the new assembly was $39,260 and the installation will cost approximately $12-15,000. The unit should be delivered next week.

3.     Well #1 Update

Mr. Fournier reported that Engineer Patrick DiGangi is currently working with Joe Guagno from Instrumentation, Control & Energy Engineering on developing a bid package for this project. The upgrades to this well should cost approximately $52,000.

REPORTS:

TREASURER’S REPORT: Accepted as presented.

Board Member Robert Nice asked about the bills that continue to come in for the TMDL case. Mr. Fournier stated that they will continue to come in until TBA is hopefully able to get to the settlement table on this case.

WATER DEPARTMENT REPORT: We received a written report for the file.

Public Works Director Gary Yoder reported that the Public Works Crew finished up manhole rehabilitation near Branch & Franconia Avenues.

Mr. Yoder also informed the Board that he obtained quotes for tree removal at our WWTF. The cost will be $11,000, and Franconia Township has agreed to contribute up to $5,000, since some of the trees are on their property line. A Musselman/Harrell motion carried unanimously (4-0) authorizing this $11,100 expense for tree removal at the WWTF, which was not budgeted for 2019.

Chairman Timothy Hagey asked how the Public Works show went last week at the Public Works Garage. Mr. Yoder said that it was a big success and over 500 people attended.

COLLECTION REPORT: We received a written report for the file.

WASTEWATER TREATMENT REPORT: We received a written report for the file.

PTWA REPORT: We received a written report for the file.

SOLICITOR’S REPORT: We did not receive a written report for the file.

Solicitor Jim Jacquette is currently working on Agreements for the 114 West Broad Street project, and the Escrow Agreement for the Swaminarayan Community Center. He also participated in a conference call pertaining to the bridge case at Well #6.

ENGINEER’S REPORT: We received a written report for the file.

Mr. DiGangi reported that he is working on the Chapter 94 Report for TBA; he recently completed the one for PWTA. Mr. DiGangi is also reviewing land development plans for the Dierstein Millhafen project, which proposes to develop an existing residential/commercial property into a craftwork training center. The project will connect to TBA’s sanitary sewer.

MANAGER’S REPORT: We received a written report for the file.

OTHER BUSINESS:

Mr. Fournier distributed a copy of a WWTP presentation by Peter Thomas of Earthcare LLC for the Board to review at their leisure.

Mr. Fournier also distributed a copy of a letter that John Hall drafted to EPA requesting a meeting with the Municipal Ombudsman and Assistant Administrator of Water. At the request of John Hall, Mr. Fournier e-mailed this draft to Franconia Township, Franconia Sewer Authority and Lower Salford Township and asked that they sign this letter as well. Board Member Robert Nice stated that the Franconia Sewer Authority authorized him to sign the letter on behalf of FSA. A Harrell/Musselman motion carried unanimously (4-0) authorizing Mr. Fournier to sign the letter on behalf of Telford Borough Authority.

Mr. Harrell referenced the Board’s earlier discussion about the clarifier issue at the WWTF and asked why one of the two clarifiers couldn’t be out of commission for too long. Mr. Fournier explained that there would be a lot of buildup of the sludge blanket within one clarifier, which can lead to a sludge discharge and a permit violation. Mr. DiGangi added that it can be more challenging to operate with just one, and the plant would be more at risk for violation.

Mr. Nice asked for clarification on the H.A. Thomson expenditure. Mr. Fournier explained that they are the insurance carrier for the Borough & Authority for liability, workers compensation and car insurance.

Mr. Musselman asked for clarification on the LRM expenditure. Mr. Fournier explained that this invoice was for new 2 polymer units at the WWTF.

Payment of the bills and requisitions for the month of February in the amount of $291,722.77 was approved unanimously (4-0) by a Harrell/Nice motion.

Signing of the checks was approved by a Harrell/Musselman motion.

The meeting was adjourned at 7:10 pm by a Nice/Musselman motion.
