March 15, 2018 Minutes
The Telford Borough Authority Meeting held this date was called to order at 6:01 p.m. by Chairman Timothy Hagey, with the following members in attendance: John Harrell, David Musselman and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Engineer Patrick DiGangi, Jim Jacquette from Timoney Knox and Recording Secretary Megan McShane. Abram Diehl was absent.
APPROVAL OF MINUTES: Minutes of the February 15, 2018 Authority meeting were approved unanimously (4-0) by a Harrell/Musselman motion.
COMMENTS FROM AUDIENCE: There were no comments from the audience.
DISCUSSION ITEMS:
1. Hilltown Township Water & Sewer Authority Request to Purchase EDUs
The Board reviewed a request from Hilltown Township Water & Sewer Authority (HTWSA) to PWTA to purchase 25 EDUs. A Harrell/Nice motion carried unanimously (4-0) authorizing the sale of 25 EDUs to HTWSA at a price of $3,600 per EDU.
2. Centrifuge Project Update
Manager Mark Fournier reported that the centrifuge is scheduled for start-up on March 26th; the control panel came in about a week ago and things are moving along. Painting is done and the dumpster was set by Franc Environmental. The heater units still have to be mounted. Starting the week of March 26th, training will be given for over a week. Engineer Patrick DiGangi reported that the project is on schedule to achieve the anticipated start date, and the contractor is doing a good job.

TREASURER’S REPORT: Accepted as presented.
WATER DEPARTMENT REPORT: We received a written report for the file.
COLLECTION REPORT: We received a written report for the file.
WASTEWATER TREATMENT REPORT: We received a written report for the file.
Mr. Fournier reported that LRM installed a new effluent flow meter at the WWTF. The previous meter was 14 years old and the WWTF staff was getting erroneous readings from it.
PTWA REPORT: We received a written report for the file.
SOLICITOR’S REPORT: We did not receive a written report for the file.
James Jacquette reported that the Agreements for the Senkow property are completed, and he will be contacting the Franconia Sewer Authority solicitor tomorrow to discuss the proposed payment agreement for FSA for the centrifuge project.
ENGINEER’S REPORT: We received a written report for the file.
Engineer Patrick DiGangi reported that a grant application was submitted with several support letters to PA DCED for the proposed West Broad Street – Phase 3 Water Main Replacement Project.
The water line installation project started at 306 Keystone Drive, and the contractor will be testing the line tomorrow.
MANAGER’S REPORT: We received a written report for the file.
Mr. Fournier reported that Bergey’s has acquired the old high school property on County Line Road, and the development on that property could involve modifications to TBA’s south lift station. Mr. Fournier indicated that when we make modifications to this lift station with Bergey’s, it will include a back-up pump like the North lift station.
OTHER BUSINESS:
Board Member John Harrell inquired about a discussion that was held at an Authority meeting a few months ago about commercial and industrial grease customers. Mr. Fournier gave an overview of TBA’s commercial grease customers and the current practices used for grease removal. Further discussion ensued.
Chairman Timothy Hagey stated that the Board would like the staff to look into how much it costs for grease removal and include operational costs and staff time, etc.
Payment of the bills and requisitions for the month of February in the amount of $280,892.08 was approved unanimously (4-0) by a Harrell/Musselman motion.
Signing of the checks was approved unanimously (4-0) by a Harrell/Musselman motion.
The meeting was adjourned at 6:35 pm by a Nice/Musselman motion.
