The Telford Borough Authority Meeting held this date was called to order at 6:00 p.m. by Chairman Timothy Hagey, with the following members in attendance: John Harrell, David Musselman and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Engineer Patrick DiGangi and Recording Secretary Megan McShane. Abram Diehl was absent.

Chairman Timothy Hagey welcomed Solicitor Mark Weand back. Mr. Weand thanked everyone for their well wishes while he was out.

APPROVAL OF MINUTES: Minutes of the April 20, 2017 Authority meeting were approved unanimously (4-0) by a Harrell/Musselman motion.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

DISCUSSION ITEMS:

1.         Centrifuge Project Update

Engineer Patrick DiGangi reported that the bid opening was held on June 13^th forthe Furnishing and Delivery of Sludge Handling and Treatment Equipment. Two bids were received in the amount of $540,420 and $664,760.

Board Member Robert Nice asked if TBA will receive all of the standard warranties with this purchase, and if Mr. DiGangi is comfortable with the low bid. Mr. DiGangi confirmed that TBA would receive all of the warranties, and recommended that the Board award the bid to the low bidder, Sherwood Logan & Associates, in the amount of $540,420. A Harrell/Nice motion carried unanimously (4-0) awarding the bid to Sherwood Logan & Associates in the amount of $540,420.

EXECUTIVE SESSION:

The Authority Board entered into an Executive Session at 6:06 pm to discuss a matter of real estate.

The Executive Session was closed at 6:24 pm. No action was taken.

REPORTS:

TREASURER’S REPORT: Accepted as presented.

WATER DEPARTMENT REPORT: We received a written report for the file.

Public Works Director Gary Yoder informed the Board that TBA received the Water Supply Inspection Report from DEP; there were no violations on the report, just a few recommendations.

COLLECTION REPORT: We received a written report for the file.

Manager Mark Fournier reported that Warren Harris continues to research a new SCADA system for our sewer collection system monitoring.

WASTEWATER TREATMENT REPORT: We received a written report for the file.

Mr. Fournier reported that he, Dan Wurst & Bill McCue saw a demonstration by Borger, Inc., the company who will be supplying the inline comminutor for the centrifuge project.

PTWA REPORT: We received a written report for the file.

SOLICITOR’S REPORT: We did not receive a written report for the file.

ENGINEER’S REPORT: We received a written report for the file.

Engineer Patrick DiGangi reported that the 2016 Consumer Confidence Report is complete; it has been placed on the TBA website and will be mailed out next week.

MANAGER’S REPORT: We received a written report for the file.

Mr. Fournier reported that he and Mr. Yoder attended a PA Warn System Seminar on dealing with the media during a crisis situation.

Mr. Fournier then showed the Board the award that TBA received at the AWWA Conference, which was for 50 Years of Service to the Water Industry. Mr. Fournier, Mr. Yoder and Todd Mathe attended this year’s conference, which was held in Philadelphia.

OTHER BUSINESS:

Chairman Timothy Hagey complimented the Public Works crew on the nice note that they received from a resident on Highland Drive.

Payment of the bills and requisitions for the month of May in the amount of $307,724.34 was approved unanimously (4-0) by a Harrell/Nice motion.

Signing of the checks was approved unanimously (4-0) by a Musselman/Nice motion.

The meeting was adjourned at 6:58 pm by a Harrell/Musselman motion.
