December 15, 2016 Minutes

The Telford Borough Authority Meeting held this date was called to order at 7:00 p.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl, John Harrell, David Musselman and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Engineer Patrick DiGangi and Recording Secretary Megan McShane.

APPROVAL OF MINUTES: Minutes of the November 17, 2016 Authority meeting were approved unanimously (5-0) by a Diehl/Nice motion.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

DISCUSSION ITEMS:

1.         2017 Rate Resolution

After review and discussion, a Nice/Musselman motion carried unanimously (5-0) approving the 2017 Rate Resolution with the following modifications that will be effective November 1, 2016:

                        Sewer Rate (quarterly) per 1,000 Gallons                         $           6.90

                       

                        Service Charges (quarterly):

                        Water (water and sewer combined customers)                 $          55.50

                        Water (water only customers)                                         $          27.75

                        Sewer (all metered customers)                                       $          27.75

                        Sewer (all non-metered customers) Flat Rate                   $        156.00

 

REPORTS:

TREASURER’S REPORT: Accepted as presented.

Manager Mark Fournier reported that we are having some trouble at the WWTF; we are producing a lot of sludge. The WWTF crew is splitting shifts and there will be extra overtime. CKS is currently working on cost estimates for a new centrifuge unit, but the belt filter press is not working as it should. Further, we are hauling liquid sludge for processing at PWTA in the interim.

WATER DEPARTMENT REPORT: We received a written report for the file.

The Public Works department took delivery of the new dump truck.

COLLECTION REPORT: We received a written report for the file.

Mr. Fournier reported that the new beta unit is in at the north lift station and data collection is going very well.

WASTEWATER TREATMENT REPORT: We received a written report for the file.

Mr. Fournier was pleased to report that at the annual EPWPCOA meeting in Kutztown on November 18th, Bill Mattson received the Operator of the Year Award, and TBA received the Collections System of the Year Award.

PTWA REPORT: We received a written report for the file.

SOLICITOR’S REPORT: We received a written report for the file.

Solicitor Mark Weand reported that he is currently working on Agreements for the following development projects: AF Partnership Land Development Plan, Fred Crist Estate Sewer Connection Plan, Loyce Frankenfield Sanitary Sewer Service Project, and M.L. Homes, LLC.

ENGINEER’S REPORT: We received a written report for the file.

Engineer Patrick DiGangi reported that the pre-construction meeting was held today for the M.L. Homes project, and that he, Mark Fournier and Dan Wurst met with 2 vendors at the WWTF to discuss the centrifuge process and have begun laying out the type of equipment necessary for a new sludge handling and dewatering process.

MANAGER’S REPORT: We received a written report for the file.

OTHER BUSINESS:

Payment of the bills and requisitions for the month of November in the amount of $220,049.94 was approved unanimously (5-0) by a Harrell/Musselman motion.

Signing of the checks was approved unanimously (5-0) by a Harrell/Diehl motion.

The meeting was adjourned at 7:29 pm by a Nice/Harrell motion.
