The Telford Borough Authority Meeting held this date was called to order at 6:00 p.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl, John Harrell, David Musselman and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Finance Director Craig Davies, Solicitor Mark Weand, Engineer Patrick DiGangi and Recording Secretary Megan McShane.

APPROVAL OF MINUTES: Minutes of the October 20, 2016 Authority meeting were approved unanimously (5-0) by a Nice/Musselman motion.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

DISCUSSION ITEMS:

1.         Budget Presentation

Manager Mark Fournier gave an overview of the proposed Authority budget for 2017, which includes a $.60 sewer rate increase, a $6.00 per quarter water service charge increase, and a $6.00 per quarter sewer service charge increase.

A discussion ensued about the proposed 2017 Budget and the proposed increases.

Mr. John Harrell inquired about a new belt filter press for the WWTF, since the Authority has had to spend a significant amount on repairs. Mr. Fournier replied that it is not included in the 2017 budget; since it will be a substantial purchase, several factors will have to be considered before the Authority purchases a new one.

Chairman Timothy Hagey requested that Mr. Fournier & Mr. Davies show details in the budget every year of the depreciation transfer into Capital Reserve.

A Nice/Harrell motion carried unanimously (5-0) approving the 2017 budget, with the instruction to the staff to add the requested depreciation transfer details.

2.         Resolution to Borrow Funds from QNB Bank for New Dumptruck

A Harrell/Musselman motion carried unanimously (5-0) to approve Resolution 16-09, which authorizes the purchase of a new dumptruck and authorizes TBA to proceed with QNB Bank for the loan for the purchase of this dumptruck.

SOLICITOR’S REPORT: We received a written report for the file.

ENGINEER’S REPORT: We received a written report for the file.

Engineer Patrick DiGangi reported that the grant application for Phase III of the West Broad Street Water & Sewer Rehabilitation Project was submitted to DCED, and the Authority received good political support for the project.

MANAGER’S REPORT: We received a written report for the file.

OTHER BUSINESS:

Mr. Fournier brought the following 4 projects before the Authority Board:

Loyce Frankenfield Sanitary Sewer Service Project – This project is located on Clymer Avenue and proposes the subdivision of an existing two-acre (gross) parcel into two residential lots. The parcel is currently served by private water and private sanitary sewer. The existing septic field is proposed to be abandoned and both Lots 1 and 2 will be connected to public sewer via grinder pumps and 1 ¼” force mains, which will ultimately discharge to an existing manhole within Erin Drive. The sanitary sewer system in which the new force mains discharge is owned and operated by TBA. Sanitary sewer treatment will be at PWTA’s plant.

A Harrell/Diehl motion carried unanimously (5-0) authorizing the staff to enter into agreements as necessary and sign the planning modules for the proposed Loyce Frankenfield Sanitary Sewer Service Project.

Fred Crist Estate Sewer Connection Plan – This project is located at 4519 Bethlehem Pike and consists of the connection of a sanitary sewer lateral to existing 8” PVC sanitary sewer pipe within a 20’-wide existing public utility easement on the adjacent property. A commercial/apartment building, green house and pole barn are all currently located on the property. The current commercial/apartment building is served by private water and sewer. The existing septic tank is to be abandoned. The existing 8” sewer line is owned and operated by TBA. Sanitary sewer treatment will be at the PWTA plant.

A Nice/Musselman motion carried unanimously (5-0) authorizing the staff to enter into the appropriate agreements and sign the planning modules for the proposed Fred Crist Estate Sewer Connection Plan at 4519 Bethlehem Pike.

M.L. Homes, LLC – This project is located at 1030 Orchard Road and proposes the construction of a single family detached dwelling and driveway on the 1.2+ acre parcel located along the south side of Orchard Road within the CR-2 zoning district of Hilltown Township. The dwelling would be served by public water and public sanitary sewer facilities provided by TBA.

A Harrell/Nice motion carried unanimously (5-0) authorizing the staff to enter into the appropriate agreements and sign the planning modules for the proposed M.L. Homes, LLC project located at 1030 Orchard Road.

AF Partnership Land Development Plan – A&T Subaru Auto Repair & Detailing Building – This project, located at 4828 Bethlehem Pike, proposes to raze an existing single-family dwelling and construct a 6,790 sq. ft. building to be used for repairing and detailing vehicles associated with the A&T Subaru dealership located across Bethlehem Pike. The site is currently served by on-lot sewage and a well, but the proposed building is to be serviced by public water and sanitary sewer through TBA. Sanitary sewer treatment will be at the PWTA plant.

A Harrell/Musselman motion carried unanimously (5-0) authorizing the staff to enter into the appropriate agreements and sign the planning modules for the proposed AF Partnership Land Development project located at 4828 Bethlehem Pike.

Payment of the bills and requisitions for the month of October in the amount of $408,775.57 was approved unanimously (5-0) by a Harrell/Diehl motion.

Signing of the checks was approved unanimously (5-0) by a Harrell/Nice motion.

The meeting was adjourned at 7:20 pm by a Nice/Musselman motion.
