June 16, 2016 Minutes

The Telford Borough Authority Meeting held this date was called to order at 6:00 p.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, and Utility Billing Clerk Diane Windfelder. David Musselman, John Harrell, Engineer Patrick DiGangi were absent.

APPROVAL OF MINUTES: Minutes of the May 19, 2016 Authority meeting were approved with minor modification unanimously (3-0) by a Nice/Diehl motion.

COMMENTS FROM AUDIENCE: There were no comments from the audience.


1.   Rate Fee Resolution:

The following changes were made to the Rate Resolution in the Customer Facility Fee category as follows:

A Nice/Diehl motion carried unanimously (3-0) to adopt the new Rate Resolution effective June 16, 2016.

2.     Rockhill Mini Storage Update:

Manager Mark D. Fournier referenced a letter dated June 3, 2016, that TBA received from Rockhill Mini Storage Center, who have prepared a proposal for their development at 3240 Meetinghouse Road. The developers of the Rockhill Mini Storage Center, Bruce and Brian Vogel, have proposed using 3 EDU’s (capacity component) previously purchased in 1989 by their father for the property at 3090 State Road. They currently need 1,200 gallons per day (GPD) and wish to use the credit of 330 gpd for the home that was on the Meetinghouse Road property. This is a sewer only customer. Thus, the 870 gallons per day remaining is what is needed. The developers have proposed a total cost of $32,448.00, minus house credit of $8,923.20 (330 gpd x $27.04), minus 870 gpd credit of their capacity from their State Road property ($10,535.70). Thus, leaving a balance owed of $12,989.10 for their total cost of reserved sewer tapping fee for their 3240 Meetinghouse Road project. They have also indicated that they would accept the loss of 120 gpd of previously reserved sewer capacity for their State Road property if this proposal is accepted.

Chairman Timothy Hagey led a discussion questioning the pros and cons of allowing them to transfer their unused EDUs to their new development site.

After a lengthy discussion, the Board indicated that they would table this item until the next meeting where all board members would be present.


TREASURER’S REPORT: Accepted as presented.

WATER DEPARTMENT REPORT: We received a written report for the file.

COLLECTION REPORT: We received a written report for the file.

Manager Mark D. Fournier reported that he and Warren Harris did an inspection of our easements and Mr. Fournier indicated that we will need to spend significant monies to get these easements cleared and stabilized to prevent further damage to our sewer lines and manholes with streambank stabilization projects in several areas.

WASTEWATER TREATMENT REPORT: We received a written report for the file.

PTWA REPORT: We received a written report for the file.

SOLICITOR’S REPORT: We received a written report for the file.

ENGINEER’S REPORT: We received a written report for the file.

MANAGER’S REPORT: We received a written report for the file.

Manager Mark D. Fournier reported that we received a letter from a resident, that was not happy we sent him a past due notice. The customer’s letter indicated that he was only 13 days late and should not have received such a nasty notice. Mr. Fournier gave the board our late notice letter and indicated that it was not nasty as the resident indicated and discussed how this customer blew this issue out of context.

Manager Mark D. Fournier reported that he and Patrick DiGangi attended the West Rockhill Township meeting on Tuesday, June 14th at the Sellersville Fire House. Mr. Fournier indicated that there was a discussion on servicing of the Almont region of West Rockhill Township with sewer and water. At this time, it was indicated that Perkasie Borough Authority and Telford Borough Authority would work together to get sewers and possible water to this portion of West Rockhill Township.

Manager Mark D. Fournier reported that he had a meeting with the Lutheran Community and they are moving forward with the development of new flats or a mixture of flats and 8-unit apartment buildings. Mr. Fournier also indicated that they will be hiring a new engineer for this project and are beginning shortly with the site planning and land development.


Payment of the bills and requisitions for the month of May in the amount of $254,476.34 was approved unanimously (3-0) by a Hagey/Nice motion.

Signing of the checks was approved unanimously (3-0) by a Nice/Diehl motion.

The meeting was adjourned at 7:02 pm by a Nice/Diehl motion.
