August 20, 2015 Minutes

The Telford Borough Authority Meeting held this date was called to order at 6:01 p.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl, John Harrell, David Musselman and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Engineer Patrick DiGangi and Recording Secretary Megan McShane.

APPROVAL OF MINUTES: Minutes of the July 16, 2015 Authority meeting were approved unanimously (5-0) by a Nice/Harrell motion.

COMMENTS FROM AUDIENCE: There were no comments from the audience.

DISCUSSION ITEMS:

1.         TMDL Update

Solicitor Mark Weand reported that the status of the TMDL case has not changed since last month’s meeting.

REPORTS:

TREASURER’S REPORT: Accepted as presented.

Manager Mark Fournier reported that the Authority currently has $179,150.74 in Capital Reserve. The Authority will be receiving $200,000 in grant funds from the State for the West Broad Street project; we should receive $150,000 this year, and will receive the other $50,000 when Phase 1 is complete. The Authority will also eventually receive approximately $500,000 in tapping fees for the Arlington Square project when it begins.

Chairman Timothy Hagey inquired about the statement made in the Manager’s Report that we did not receive a grant; Mr. Fournier clarified that we did not receive a Community Development Block Grant for Phase 2 of the West Broad Street project, but may receive CDBG grants for Phase III.

Mr. Fournier also informed the Board that we are over budget by $18,339.97 in the Water Lines and Garage – Machinery & Equipment Repair category, due to two unexpected, major backhoe repairs that were needed.

WATER DEPARTMENT REPORT: We received a written report for the file.

COLLECTION REPORT: We received a written report for the file.

Mr. Fournier reported that R&R Pump was in to make repairs at the lift stations. They re-built the number one pump for the North lift station and re-installed it, and repaired a bearing that was starting to fail in the number two pump.

WASTEWATER TREATMENT REPORT: We received a written report for the file.

PTWA REPORT: We received a written report for the file.

SOLICITOR’S REPORT: We received a written report for the file.

ENGINEER’S REPORT: We received a written report for the file.

Engineer Patrick DiGangi reported that the Arlington Square project was considered by Borough Council at their meeting on August 3rd and was given conditional approval.

Mr. Hagey asked about the status of the 329 Erie Avenue project, which was also conditionally approved by Borough Council, and Mr. Fournier explained that Mr. Clemmer advised the Borough that he may try to sell the property instead.

MANAGER’S REPORT: We received a written report for the file.

Mr. Fournier reported that the Grand Opening for Telford Municipal Park was held on Saturday, July 18th and was a huge success – 400 people attended. People are ecstatic about the Park. Thanks to the Authority for providing the water lines and water fountains.

Mr. Fournier also informed the Authority Board that a pre-construction meeting was held for the ARLE Traffic Signal Improvements Project.

OTHER BUSINESS:

Payment of the bills and requisitions for the month of July in the amount of $578,247.15 was approved unanimously (5-0) by a Harrell/Diehl motion.

Authority Board Member Robert Nice asked about the July bill for RGC Development, LP for $166,672.80. Mr. Fournier explained that RGC is the contractor for West Broad Street.

Mr. Nice then asked about the $69,890.00 transfer to Money Market. Mr. Fournier explained that Craig Davies will be moving money every month into the Money Market account, in order for TBA to have money set aside to make the semi-annual loan payments.

Signing of the checks was approved unanimously (5-0) by a Nice/Harrell motion.

The meeting was adjourned at 6:30 pm by a Diehl/Nice motion.
