June 18, 2015 Minutes

 

The Telford Borough Authority Meeting held this date was called to order at 6:00 p.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl, John Harrell, David Musselman and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Engineer Patrick DiGangi and Recording Secretary Megan McShane.

 

APPROVAL OF MINUTES: Minutes of the May 21, 2015 Authority meeting were approved unanimously (5-0) by a Nice/Musselman motion.

 

COMMENTS FROM AUDIENCE: There were no comments from the audience.

 

DISCUSSION ITEMS:

1.  Resolution – TBA Post-Issuance Compliance Procedure & Policy for Tax-Exempt Governmental Bonds

 

Solicitor Mark Weand gave a brief explanation of this Resolution, and informed the Authority Board that it would be appropriate to adopt. A Harrell/Nice motion carried unanimously (5-0) adopting this Resolution.

 

2.         HTWSA – EDU Request to PWTA – Update

 

Manager Mark Fournier reviewed the latest correspondence from PWTA regarding HTWSA’s request to purchase 25 EDUs from PWTA. Any member municipalities wishing to sell EDUs at TBA’s sale price of $3,400 per EDU must indicate as such in writing to PWTA by July 20, 2015.

 

3.         TMDL Update

 

Solicitor Mark Weand reported that there has been no contact from EPA since the court order was issued to suspend the litigation on May 18th.

 

4.         Acceptance of 2014 Audit

 

A Harrell/Nice motion carried unanimously (5-0) accepting the 2014 Audit as presented on May 21, 2015.

 

REPORTS:

 

TREASURER’S REPORT: Accepted as presented.

 

WATER DEPARTMENT REPORT: We received a written report for the file.

 

Public Works Director Gary Yoder informed the Board that Todd Mathe will have surgery on his hand on July 2nd, and will be out a few weeks.

 

Chairman Timothy Hagey asked Mr. Yoder about the water sampling station referenced in Item #4 on his monthly report. Mr. Yoder explained that one will be installed outside of Grundy Manor, and that TBA currently has one at the Burger King on Route 113.

 

COLLECTION REPORT: We received a written report for the file.

 

WASTEWATER TREATMENT REPORT: We received a written report for the file.

 

Manager Mark Fournier reported that Paul Jardel from DEP visited the plant on May 19th and was pleased with how things are running.

 

PTWA REPORT: We received a written report for the file.

 

SOLICITOR’S REPORT: We received a written report for the file.

 

ENGINEER’S REPORT: We received a written report for the file.

 

Engineer Patrick DiGangi reported that there will be a pre-construction meeting for the West Broad Street project on June 23rd, and contract documents are in place.

 

MANAGER’S REPORT: We received a written report for the file.

 

Mr. Fournier reported that he anticipates the Municipal Park will open in mid-July. He also informed the Authority Board that there are currently 3 projects in the design & review stage: 329 Erie Avenue subdivision project, Arlington Square townhouse development project and the Lutheran Home expansion project.

 

OTHER BUSINESS:

 

Mr. Fournier reported that he will be submitting award applications to the Pennsylvania Municipal Authorities Association for the following service awards:

 

            Abram Diehl                  Extended Service Award            30 Years

            Timothy Hagey              Sahli Service Award                   20 Years

 

Payment of the bills and requisitions for the month of May in the amount of $145,742.08 was approved unanimously (5-0) by a Harrell/Nice motion.

 

Signing of the checks was approved unanimously (5-0) by a Diehl/Musselman motion.

 

The meeting was adjourned at 6:24 pm by a Harrell/Nice motion.
