March 19, 2015 Minutes

 

The Telford Borough Authority Meeting held this date was called to order at 6:00 p.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl, John Harrell, David Musselman and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Engineer Patrick DiGangi, Recording Secretary Megan McShane and Chris Gibbons from Concord Public Financial Advisors, Inc.

 

APPROVAL OF MINUTES: Minutes of the February 19, 2015 Authority meeting were approved unanimously (5-0) by a Nice/Musselman motion, with one correction: the date for the minutes should be revised from February 20, 2015 to February 19, 2015.

 

COMMENTS FROM AUDIENCE: There were no comments from the audience.

 

DISCUSSION ITEMS:

 

1.     Bond Re-Financing

 

Chris Gibbons from Concord Public Financial Advisors, Inc. presented the Consideration of Refinance of Guaranteed Water and Sewer Revenue Bonds, Series of 2010.

 

The Authority Board discussed Chris’ presentation and reviewed the material he distributed. A Harrell/Musselman carried unanimously (5-0) passing the Resolution which allows Concord Public Financial Advisors to proceed with re-financing the Series of 2010 Bonds through Fulton Bank as a bank loan at a fixed interest rate of 1.90%, which will generate a total savings of $137,378.60 for Telford Borough Authority. Fulton Bank provided the lowest interest rate out of the 36 banks who were contacted for a proposal.

 

2.     TMDL Update

 

Manager Mark Fournier reported that TBA received a settlement proposal from EPA, which the Authority found to be unacceptable. Mr. Fournier and Solicitor Mark Weand had a conference call with Hall & Associates to review this settlement proposal, and a letter was prepared and sent to Lee McDonnell at DEP. Solicitor Weand added that the FOIA appeal is still pending.

 

REPORTS:

 

TREASURER’S REPORT: Accepted as presented.

 

WATER DEPARTMENT REPORT: We received a written report for the file.

 

Public Works Director Gary Yoder reported that A.C. Schultes came in to do testing at Well 5, after some recent fluctuations in output were reported at that well. All of the test results came back fine, and it was established that pressure caused the fluctuations.

 

COLLECTION REPORT: We received a written report for the file.

 

WASTEWATER TREATMENT REPORT: We received a written report for the file.

 

Mr. Fournier reported that there was a SSO of about 4,800 gallons at the WWTF on Saturday, March 14th, due to the heavy rainfall and snowmelt that day. The SSO was reported that day to DEP and Dan Wurst then submitted the proper event documentation to DEP.

 

PTWA REPORT: We received a written report for the file.

 

SOLICITOR’S REPORT: We received a written report for the file.

 

ENGINEER’S REPORT: We received a written report for the file.

 

Engineer Patrick DiGangi reported that W.B. Homes is on track with the planning process for the Arlington Square townhouse development project. Mr. DiGangi also reported that the West Broad Street water and sanitary sewer rehabilitation project is currently in the design stage. TBA staff will install the clean-outs for this project.

 

MANAGER’S REPORT: We received a written report for the file.

 

OTHER BUSINESS:

 

Payment of the bills and requisitions for the month of February in the amount of $ 183,413.34 were approved unanimously (5-0) by a Harrell/Nice motion.

 

Signing of the checks was approved unanimously (5-0) by a Diehl/Harrell motion.

 

The meeting was adjourned at 7:26 pm by a Harrell/Nice motion.
