September 18, 2014 Minutes

The Telford Borough Authority Meeting held this date was called to order at 5:56 p.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl, John Harrell and David Musselman. Also present were Manager Mark Fournier, Solicitor Mark Weand, Engineer Patrick DiGangi and Recording Secretary Megan McShane. Robert Nice and Public Works Director Gary Yoder were absent.

 

APPROVAL OF MINUTES: Minutes of August 21, 2014 Authority meeting were approved unanimously (3-0) by a Diehl/Harrell motion.

 

COMMENTS FROM AUDIENCE:

 

There were no comments from the audience.

 

DISCUSSION ITEMS:

 

1.         TMDL Update

 

Solicitor Mark Weand reported that John Hall received an e-mail from EPA counsel stating that EPA is working on a settlement proposal and hopes to share it shortly.

 

Solicitor Weand reported that he reviewed the proposed contract from Kleinfelder for the stream sampling of Indian Creek, prior to TBA staff signing the contract. Manager Mark Fournier reported that someone from Kleinfelder came up this week and identified 6 locations where they will take samples from. Kleinfelder will start next week with sampling.

 

2.         Generator Re-Build Project Update

 

Manager Mark Fournier reported that we just received the signed Agreements back from the contractor, West Generator Services, and the contractor came back to review the site.

 

3.         Almont Area Update

 

Engineer Patrick DiGangi reported that CKS evaluated the feasibility of extending water and sanitary sewer service to the Almont Village area located in West  Rockhill Township. The extension of water service to the area will consist of boring an 8” water main under Route 309 in the vicinity of Almont Road and connection to North Penn Water Authority water facilities proposed in the vicinity of Almont Road. Sanitary sewer service to the Almont Village area will involve boring an 8” sanitary sewer force main under Route 309 in the Almont Road vicinity.

 

A lengthy discussion ensued, after which it was decided that the Manager and Chairman will work on scheduling a meeting with North Penn Water Authority and West Rockhill Township to reinforce TBA’s position in the Almont area.

 

4.         December Meeting Date

 

The December meeting date & time will be Thursday, December 18th at 7:00 pm.

 

REPORTS:

 

TREASURER’S REPORT: Accepted as presented.

 

WATER DEPARTMENT REPORT: We received a written report for the file.

 

Mr. Fournier presented some photographs that were taken of the re-painting and re-grouting work that Derstine’s has completed at the North Tank.

 

Mr. Fournier also reported that a water line was installed on Washington Street that will allow us to shut off the water as needed, without affecting the Lutheran Home.

 

COLLECTION REPORT: We received a written report for the file.

 

Mr. Fournier informed the Authority Board that Bob Kratz continues to do home inspections and address any violations.

 

WASTEWATER TREATMENT REPORT: We received a written report for the file.

 

PTWA REPORT: We received a written report for the file.

 

SOLICITOR’S REPORT: We received a written report for the file.

 

Solicitor Weand reported that he reviewed the modified Agreements with Telford Hills Condominium Association, and they are acceptable for signing.

 

ENGINEER’S REPORT: We received a written report for the file.

 

Engineer Patrick DiGangi reported that TBA was awarded a grant from DCED in the amount of $200,000 for the proposed West Broad Street project.

 

MANAGER’S REPORT: We received a written report for the file.

 

OTHER BUSINESS:

 

Payment of the bills and requisitions for the month of August in the amount of $ 185,898.15 were approved unanimously (3-0) by a Diehl/Musselman motion.

 

Signing of the checks was approved unanimously (3-0) by a Harrell/Musselman motion.

 

The meeting was adjourned at 7:20 pm.
