June 19, 2014 Minutes

 

The Telford Borough Authority Meeting held this date was called to order at 6:00 p.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl, John Harrell, David Musselman and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Engineer Patrick DiGangi and Recording Secretary Megan McShane.

 

APPROVAL OF MINUTES: Minutes of the April 17, 2014 and May 15, 2014 Authority meetings were approved unanimously (5-0) by a Nice/Musselman motion.

 

COMMENTS FROM AUDIENCE:

 

There were no comments from the audience.

 

DISCUSSION ITEMS:

 

1.         Acceptance of 2013 Audit

Since a quorum was not present at the May 15, 2014 meeting when the 2013 Audit was presented, a Harrell/Musselman motion carried unanimously (5-0) accepting the 2013 Audit.

 

2.         Authorized Official Resolution – West Broad Street Grant Application

 

A Nice/Musselman motion carried unanimously (5-0) authorizing the signing of the Authorized Official Resolution for the West Broad Street Grant Application. This paving project would have to be done in sections, as it would cost approximately $325,000 for 1 block to be milled and overlaid after sanitary sewer rehabilitation, waterline replacement and stormsewer construction. The curbs will need to be raised and will be evaluated if we do receive a grant award from DCED. The Borough is applying for a $200,000 grant and the remaining $125,000 would be paid for by the Borough and the Authority.

           

3.         Think Green Enterprises, LLC

 

Solicitor Mark Weand reported that TBA turned this matter over to our insurance company, and they filed a response on our behalf.

 

4.         TMDL Update

 

Solicitor Mark Weand reported that a conference call was held on June 4th with TBA, Hall & Associates, Judge Jones and EPA representatives.  John Hall delineated TBA’s points of concern, and EPA had answers to any questions asked by Mr. Hall. The Judge directed John Hall to file a list of all of TBA’s concerns by August 11, 2014.

 

Manager Mark Fournier then gave an overview of the meeting that was held on June 10th at Franconia Township with representatives of DEP, EPA, TBA, Franconia Sewer Authority and Lower Salford Township to discuss Indian Creek TMDL implementation.

           

Mr. Fournier will follow up with John Hall to see if he’ll be submitting “the package” outlining our position to DEP and EPA in hopes of settling or suspending the TMDL litigation that Mr. Hall prepared and that was discussed with the Authority Board. Mr. Fournier will also follow up with Mr. Hall regarding the scheduling of the next meeting with DEP officials.

 

5.         Almont Area Discussion

 

Manager Mark Fournier gave an overview of the West Rockhill Township meeting that he attended discussing the resident vision for the Almont region.  He further explained that there was no mention of TBA providing water and sewer service to this area, rather, it was explained by WRT officials that they would begin implementing the Perkasie Regional Authority service plan for the entire Almont region including TBA service territory.

 

6.         North Penn Water Authority/West Rockhill Township Service Area Discussion

 

The Authority Board reviewed the North Penn Water Authority Service Area Map –   Exhibit A in West Rockhill Township dated May 23, 2014 and discussed the proposed development in the North Penn Water Authority and West Rockhill Township service area.

 

After some discussion, the Board agreed to allow NPWA to be the sole water provider to the area outlined as North Penn Water Authority #3 West Rockhill Service Area. This area is currently located within Telford Borough Authority’s water and sewer service area in West Rockhill Township as outlined in our April 27, 1977 Agreement for Water and Sanitary Sewer Service.

 

A Diehl/Harrell motion carried unanimously (5-0), approving the North Penn Water Authority Service Area Map – Exhibit A in West Rockhill Township dated May 23, 2014, as it makes the most practical sense since this area has been served by Sellersville Borough (now NPWA) previously.

 

REPORTS:

 

TREASURER’S REPORT: Accepted as presented.

 

WATER DEPARTMENT REPORT: We received a written report for the file.

 

COLLECTION REPORT: We received a written report for the file.

 

Manager Mark Fournier informed the Authority Board that Bob Kratz has been completing I&I inspections, as a result of letters that were sent to people who hadn’t scheduled an inspection yet, or who had been advised at their inspection that repairs were needed, and they hadn’t called yet for a re-inspection. Mr. Fournier advised the Board that the Authority will post properties for termination of water service, if people do not comply and schedule the necessary inspections.

 

WASTEWATER TREATMENT REPORT: We received a written report for the file.

 

PTWA REPORT: We received a written report for the file.

 

SOLICITOR’S REPORT: We received a written report for the file.

 

ENGINEER’S REPORT: We received a written report for the file.

 

Engineer Patrick DiGangi reported that the CCRs are done, and will be shipped out to customers prior to July 1st.

 

MANAGER’S REPORT: We received a written report for the file.

 

OTHER BUSINESS:

 

Payment of the bills and requisitions for the month of April in the amount of $ 253,899.64 and for the month of May in the amount of $ 178,158.03 were approved unanimously (5-0) by a Harrell/Diehl motion.

 

Signing of the checks was approved unanimously (5-0) by a Nice/Musselman motion.

 

The meeting was adjourned at 7:31 pm with a Diehl/Musselman motion.
