The Telford Borough Authority Meeting held this date was called to order at 6:00 p.m. by Chairman Timothy Hagey, with the following member in attendance: Abram Diehl. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Engineer Patrick DiGangi and Recording Secretary Megan McShane. John Harrell, David Musselman and Robert Nice were absent, so a quorum was not available.

 

REVIEW OF MINUTES: Minutes of the April 17, 2014 Authority meeting were reviewed with no comments or revisions.

 

COMMENTS FROM AUDIENCE:

DISCUSSION ITEMS:

 

1.         Audit Presentation

 

Greg Ede from Styer Associates reviewed the auditors’ report in its entirety for the Financial Statements ending on December 31, 2013, and stated that there is a clean opinion of the Audit.

 

2.         TMDL Update

 

Solicitor Mark Weand reported that a conference call has been scheduled with Judge Jones for May 22, 2014. At this time, TBA is unsure as to who will be participating in the call, and what issues will be discussed.

 

A meeting has been scheduled for June 10, 2014 with representatives of DEP, EPA, Telford Borough Authority, Franconia Township and Franconia Sewer Authority, Souderton Borough and Lower Salford Township. The meeting will be held at Franconia Township and is a follow-up to the meeting that was held with these same groups on July 30, 2013.

           

3.         Telford Hills Condominium Association Grading Project – Update

 

Manager Mark Fournier informed the Authority Board that the Telford Hills Condominium Association has hired an attorney to represent them for this proposed grading project.

 

Mr. Fournier advised the Board that TBA is waiting for escrow from Telford Hills so that our engineer can review the project plans and properly inspect the project as it progresses.

 

4.         Think Green Enterprises, LLC

 

Manager Mark Fournier reported that Think Green Enterprises, LLC has filed suit against 15 different organizations, including Telford Borough Authority. This suit pertains to County Bridge 237, which is used by TBA to access Well # 6 and is located in the former Township Line Road near Route 309. Think Green is looking to determine who owns the bridge and is responsible for the maintenance of the bridge.

 

5.         Development Update

 

Manager Mark Fournier discussed some upcoming developments along Old Bethlehem Pike and the Almont region in our service territories with the Authority Board members.

 

REPORTS:

 

TREASURER’S REPORT: The Treasurer’s Report was presented by Manager Mark Fournier.

 

WATER DEPARTMENT REPORT: We received a written report for the file.

 

Public Works Director Gary Yoder informed the Authority Board that the Public Works crew finished the water line replacement project on Colonial Avenue. Mr. Yoder also told the Board that he spoke to Derstine’s about the North Tank, and they will paint it in the fall instead, to avoid issues with the tank sweating from the summer heat.

WASTEWATER TREATMENT REPORT: We received a written report for the file.

 

PTWA REPORT: We received a written report for the file.

 

SOLICITOR’S REPORT: We received a written report for the file.

 

ENGINEER’S REPORT: We received a written report for the file.

 

Engineer Patrick DiGangi reported that the 2013 Consumer Confidence Report is at the printer. He also informed the Authority Board that a sewer lateral was installed at Indian Ridge Provisions and that they are doing site work.

 

MANAGER’S REPORT: We received a written report for the file.
