April 17, 2014 Minutes

 

The Telford Borough Authority Meeting held this date was called to order at 6:00 p.m. by Chairman Timothy Hagey, with the following members in attendance: David Musselman and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Solicitor Mark Weand, Engineer Patrick DiGangi and Recording Secretary Megan McShane. Abram Diehl and John Harrell were absent.

 

APPROVAL OF MINUTES: Minutes of the March 20, 2014 Authority meeting were approved unanimously (3-0) by a Nice/Musselman motion.

 

COMMENTS FROM AUDIENCE:

 

There were no comments from the audience.

 

DISCUSSION ITEMS:

 

1.         TMDL Update

 

Solicitor Mark Weand gave an overview of 3 separate documents that were in the Authority Board packets: a reconsideration decision that was entered by EPA, a detailed memorandum discussing next steps that was issued by Hall & Associates, and a memorandum issued by Hall & Associates to the Judge requesting a conference.

 

2.         Telford Hills Condominium Association Grading Project

 

Manager Mark Fournier informed the Authority Board that the Telford Hills Condominium Association is proposing to grade and re-seed the slope that is located over our sanitary sewer easement.

 

Mr. Fournier advised the Board that he is working on getting the Association to set up a $10,000 escrow so we can have our engineer properly review and inspect their progress with this project.

 

REPORTS:

 

TREASURER’S REPORT: accepted as presented

 

WATER DEPARTMENT REPORT: We received a written report for the file.

 

Chairman Timothy Hagey asked Public Works Director Gary Yoder about the motor at Well 3. Mr. Yoder informed Mr. Hagey and the Board that the insulation was all burned out and the windings were going, so the decision was made to replace it instead of repair it.

 

COLLECTION REPORT: We received a written report for the file.

 

Mr. Fournier advised the Board that the staff has used the new sewer camera and it has proven to be very handy and valuable.

 

WASTEWATER TREATMENT REPORT: We received a written report for the file.

 

Mr. Fournier reported that the WWTF was in hydraulic overload on Tuesday, April 15th due to the heavy rainfall, and Paul Jardel from DEP stopped in on Wednesday.

 

PTWA REPORT: We received a written report for the file.

 

SOLICITOR’S REPORT: We received a written report for the file.

 

Solicitor Mark Weand informed the Authority Board that he completed his opinion of the Audit.

 

ENGINEER’S REPORT: We received a written report for the file.

 

Engineer Patrick DiGangi informed the Authority Board that he is coordinating with North Penn Water Authority for the 2013 Consumer Confidence Report.

 

Mr. DiGangi also reported that a pre-construction meeting was held on April 1st for the Indian Ridge Provisions project.

 

MANAGER’S REPORT: We received a written report for the file.

 

Manager Mark Fournier reported that he has received several calls from property owners in West Rockhill and Hilltown Townships wanting to tap into our water & sewer lines.

 

Chairman Timothy Hagey asked Mr. Fournier about the letter from Rockford Realty that was in the Authority Board packet. Mr. Fournier explained that Landis will not be moving forward with their bank & office expansion project at this time, so the letter was sent to Telford Borough requesting the release of the engineering and legal review escrow that was being held for this project.

 

OTHER BUSINESS:

 

Public Works Director Gary Yoder reported that he obtained quotes for the painting of the North tank, ranging from $6,400 to $27,000. A Nice/Musselman motion carried unanimously (3-0) authorizing the hiring of Derstine Company, LLC to paint the North tank at a cost of $6,400.

 

Payment of the bills and requisitions for the month of March in the amount of $ 189,624.40 was approved unanimously (3-0) by a Musselman/Nice motion.

 

Robert Nice asked Mr. Fournier what the $9,573.15 bill to Motion Industries was for, and Mr. Fournier explained that the bill is for bearings on ½ of the oxidation ditch at the WWTF.

 

Signing of the checks was approved unanimously (3-0) by a Nice/Musselman motion.

 

The meeting was adjourned at 6:56 pm with a Musselman/Nice motion.
