The Telford Borough Authority Meeting held this date was called to order at 6:31 p.m. by Chairman Timothy Hagey, with the following members in attendance: Abram Diehl, John Harrell, David Musselman and Robert Nice. Also present were Manager Mark Fournier, Public Works Director Gary Yoder, Engineer Patrick DiGangi and Recording Secretary Megan McShane. Solicitor Mark Weand was absent.

 

APPROVAL OF MINUTES: Minutes of the November 21, 2013 Authority meeting were approved unanimously (5-0) by a Diehl/Harrell motion, with one revision: Under the TMDL Update section, in the second paragraph, the date is incorrectly stated as January 15, 2013; it should be January 15, 2014.

DISCUSSION ITEMS:

 

1.         TMDL Update

 

Hall & Associates submitted Interrogatories and Request for Documents to EPA on November 27, 2013. Depositions of several EPA employees have been scheduled for January 7, 2014 in Philadelphia and on January 9, 2014 in Washington, DC.

 

Chairman Hagey advised Manager Fournier that he and Solicitor Weand should go to Washington, DC for the depositions.

           

2.         Adoption of 2014 Rate Resolution

 

A Harrell/Nice motion carried unanimously (5-0) approving the 2014 Rate Resolution, which includes an increase in the sewer flat rate for

non-metered customers from $99.00 per quarter to $150.00 per quarter.

 

REPORTS:

 

TREASURER’S REPORT: accepted as presented

 

WATER DEPARTMENT REPORT: We received a written report for the file.

 

Manager Mark Fournier informed the Authority Board that there was a water main break at 2:00 am on Thursday, December 12^th at the corner of Church Road and Melvin Road. The water department and road crew worked until 7:00 am to repair the break.

 

Engineer Patrick DiGangi asked Public Works Director Gary Yoder about the meeting that he and Todd Mathe had with AC Schultes about the inspection of Wells 1 and 3. Mr. Yoder informed Mr. DiGangi that while there were no recommendations for Well #1 at this time, AC Schultes recommended pulling the motor at Well #3 for maintenance and replacing the bearing.

 

COLLECTION REPORT: We received a written report for the file.

 

Manager Mark Fournier informed the Board that Dan Wurst received an award at the EPWPCOA meeting & luncheon in Lancaster. Mr. Wurst, Mr. Fournier, Bob Kratz and Bill McCue were in attendance.

 

WASTEWATER TREATMENT REPORT: We received a written report for the file.

 

PTWA REPORT: We received a written report for the file.

 

SOLICITOR’S REPORT: We received a written report for the file.

 

ENGINEER’S REPORT: We received a written report for the file.

 

MANAGER’S REPORT: We received a written report for the file.

 

Manager Mark Fournier informed the Authority Board that the Borough has been awarded a grant for $250,000 from the Community Conservation Partnerships Program administered by the Department of Conservation and Natural Resources (DCNR) for the Telford Municipal Park project.

 

Mr. Fournier also informed the Board that Jay Stover attended his last Council meeting as Mayor and that he will really miss working with him.

 

OTHER BUSINESS:

 

The Authority Board directed the staff to review and work on revising the Agreement with Hilltown Township pertaining to semi-annual billing for sewer usage, since this document was last amended in 1997.

 

Payment of the bills and requisitions for the month of November in the amount of $ 160,819.71 was approved unanimously (5-0) by a Diehl/Harrell motion.

 

Signing of the checks was approved unanimously (5-0) by a Diehl/Harrell motion.

 

The meeting was adjourned at 7:25 pm with a Diehl/Musselman motion.
